The West Bengal School Service Commission

The West Bengal School Service Commission Act, 1997 (West Bengal Act IV 1997) enacted by Notification No. 936-L dated 1.4.1997 came into force with effect from 01.11.1997 for the purpose of recruitment of Assistant Teacher and Headmaster/ Headmistress in recognized Non-Government aided Schools in West Bengal and presently the recruitment processes are guided by the West Bengal School Service Commission (Selection of Persons for Appointment to the Post of Teacher) Rules, 2007. The State Government later on decided that the Non-Teaching Staff in the posts of Librarian, Clerk and Group-D Staff including Laboratory Attendant, Peon, Night Guard, Matron in recognized Non-Government aided Schools in West Bengal should also be recruited through School Service Commission, and accordingly necessary amendments have been introduced in the said Act, vide the West Bengal School Service Commission (Amendment) Act, 2008 (West Ben. Act IV of 2008) and such selection process be guided by the West Bengal School Service Commission (Selection of Persons for Appointment to the Post of Non-Teaching Staff) Rules, 2009.



The Commission which is the first of its kind in the country consists of a Central Commission by the name of the West Bengal Central School Service Commission and Six Regional Commissions by the name of the West Bengal Regional School Service Commission which act under the control and supervision of the Central Commission. The following are the Regional Commissions with their territorial jurisdiction:



1.Eastern Region comprising the districts of Birbhum, Bardhaman and Hooghly with Headquarters at Bardhaman.


2.Northern Region comprising the districts of Coochbehar, Jalpaiguri,Uttar Dinajpur, Dakshin Dinajpur, Malda, Murshidabad and Siliguri Sub-Division within Darjeeling district with Headquarters at Malda.


3.Southern Region comprising the districts of Kolkata, Howrah and South 24-Parganas with Headquarters at Kolkata.


4.Western Region comprising the districts of Purulia, Bankura, Purba Medinipur and Paschim Medinipur with Headquarters at Bankura.



5.South-Eastern Region comprising the districts of Nadia and North 24-Parganas with Headquarters at Barasat.



6.The Hill Region comprising the area within the jurisdiction of Darjeeling Gorkha Autonomous Council constituted under the Darjeeling Gorkha Autonomous Hill Council Act, 1988 (West Bengal Act XIII of 1988) in the district of Darjeeling with Headquarters at Darjeeling.



The operation of the last named Regional Commission, namely, the Hill Region, is now under suspension, vide School Education Department Order No. 1141-SE (S)/IS-19/2003 dated-5th /9th September, 2003.
The Regional Commissions are entrusted with the selection of persons for appointment to the posts of Assistant Teacher and Headmaster/Headmistress in Schools within their respective territorial jurisdiction.
Advertisement inviting applications for Regional Level Selection Test for the post of Assistant Teachers showing tentative vacancies, Subjectwise, Categorywise, Genderwise and Mediumwise in each Region is made in leading newspapers and/or in the Commission’s Website. The actual vacancies are declared in a similar manner at the time of publication of the result of the Written Test. Candidates to the extent of 1.5 times of the actual vacancies declared are called for Personality Test on the basis of their respective academic score and the marks obtained in the Written Test. Panel i.e. Final Merit List to the extent of one time of the actual vacancies declared, and a Waiting List to the extent of 0.10 time of the actual vacancies declared are prepared on the basis of the candidates respective academic score, marks secured in the Written Test and the marks obtained in the Personality Test all taken together.
